Paxton, a Republican, aims to close the shelter on the grounds that it supposedly incentivizes illegal immigration.

Judge Francisco X. Dominguez condemned the actions of Paxton, suggesting that the Attorney General was intent on bulldozing the rights of the shelter “without regard to due process or fair play.” Despite efforts by Paxton’s office, the El Paso court has blocked immediate fulfillment of their requests.

There was no prompt comment from Paxton’s office in response to the ruling.

Essential support for migrants is offered by aid organizations, though this has become a controversial topic for some.

State representatives conducted a visit to Annunciation House earlier this year, insisting on an on-the-spot examination of records, which include sensitive medical and immigration files of migrants served since 2022. In contrast, leaders from the shelter, which runs several facilities, stated their willingness to comply given sufficient time to ensure they were not violating the constitutional protections of those they serve.

Executive Director Ruben Garcia noted that approximately 500 migrants are housed across the Annunciation House network, a figure which has recently increased.

Regardless of the ruling allowing regular operations to resume, Garcia highlighted the detrimental impact of the lawsuit on the shelter’s function, stating that compulsory reliance on volunteers has been compromised due to fears related to the legal dispute.
