The flooding occurred in the Enchanted Hills area around Dawnlight. Residents and clean-up crews were out and about cleaning up the aftermath of the storm. This is not the first time this year that the neighborhood has been hit with flooding. Residents have questioned who is responsible for cleaning the reservoir and whether it is the responsibility of El Paso Water. The city confirmed that the retention pond on Dawnlight did not overflow, but was caused by runoff from the Franklin Mountains foothills. All affected individuals, except for resident Shrivastav, have been able to return to their homes.
