Short-time incumbent Ivan Niño faces repeat challenger Richard Genera in District 5 City Council race shaped by Meta controversy, 'affordability.' Richard Genera is running against Ivan Niño for the far East El Paso District 5 City Council seat. Genera came second in 2022 to then-incumbent Isabel Salcido, but now faces Nin�äo, who won the seat in 2024 to fill the remaining two years of Salcid's term. Both candidates argue that Nin�ayo mishandled the city's Meta data center controversy, which will become the city’s largest property taxpayer. The U.S. Army has proposed a massive data center on Fort Bliss land outside city limits and on the edge of District 5. If elected, Genera promises to resign as a fulltime city rep and be a full-time city representative.
